Together they're a warm, waterproof system. Other features include: adjustable cuffs at the wrist to keep out rain; cargo pockets with storm flaps and side-entry pockets to keep hands warm; and an adjustable waist bungee in the shell to cinch in a better fit. School Uniform System Rain Jacket
I bought a size 8 for my 6 year old, so it will hopefully last for 2 years. The seams are well taped, so nothing should get through. We haven't had an opportunity to test it yet, though. I love the fleece liner....very soft. My son is able to operate the zipper without any problem; it is quite sturdy and has a substantial zipper pull. Lastly, it has lots of pockets for kids to stick stuff in.

Stylish & Functional with only minor annoyances
I love this jacket. I needed a good rain coat but wanted something that was also stylish. This jacket fits the bill on both accounts.
The fleece inner lining (which is removable) is very warm for being surprisingly thin. The outer layer is completely water resistant and also provides warmth despite being paper thin!
The only complaint I have with this jacket, and it's VERY minor, is that the loops that connect the fleece lining sleeves to the outer shell frequently come undone. I understand that it has to be this way to avoid ripping, but it just gets annoying every once in a while.
